The Government Resources Guide for Farmer Veterans is for veterans who are farmers/ranchers or who are interested in becoming farmers/ranchers. Military veterans know how to tackle a mission and deliver results, so it is no surprise that veterans approach farming with a fierce determination and can-do attitude. Still, farming is a risky business regardless of one’s passion and tenacity. Fortunately, there are resources available to help veterans mitigate risk and succeed on their farm or ranch.

The American people, through the actions of Congress, have provided support to small businesses in a multitude of ways. Many of these resources can be used to support farming enterprises. This guide is designed to help veterans understand how to leverage the resources offered by the Department of Veterans Affairs (VA), the Small Business Administration (SBA), the Department of Labor (DOL), and the Department of Agriculture (USDA).

This guide describes programs that directly support farmers. The agencies discussed here often have programs that indirectly support farmers by providing funding to organizations that help farmers. Non-profits, such as Farmer Veteran Coalition, can apply for these funds to help farmer veterans. This guide does not describe those resources. Also, some veterans engage in agriculture for educational or therapeutic purposes. While this guide may be of some benefit to non-profit, therapeutic, or educational farming endeavors, the target is a veteran whose goal is to start or improve a commercial agricultural business.

While this guide was created for veterans, it is helpful for anyone who is interested in agriculture or starting their own farm.

Farmers’ Market Contract

CE Inc./Greenmarket Agreement
Agreement made this ___ day of ___, ____ between the undersigned and the Council on the Environment Inc./Greenmarket, hereinafter referred to as “CE Inc./GM”.  This agreement and the Greenmarket Regulations fully and completely state the agreement between the undersigned and CE Inc./GM. I.  Agreement to Abide by Greenmarket Regulations: a.  I have read and agree to abide by Greenmarket Regulations. b.  The information I have provided in my application is accurate and complete.  I will provide Greenmarket management with additional information, as needed, to verify the claims made in my application and my compliance with Greenmarket Regulations.  The information I subsequently provide will likewise be accurate and complete. II.  Use of Greenmarket Sites: I agree to sell at Greenmarket locations only on the day(s) the market is scheduled, unless I receive written authorization from Greenmarket to the contrary.  I will not sell at any Greenmarket location for one year after it is abandoned by Greenmarket, unless I receive written authorization to the contrary from Greenmarket.  I understand that market assignments may not be transferred to any other party.  I understand that while CE Inc./GM and the Council on the Environment of New York City obtain permits, reserve designated space and promote markets, CE Inc./GM and the Council on the Environment of New York City cannot guarantee market assignments or minimum sales at any market. III.  Insurance: The undersigned shall furnish to Greenmarket certificate of insurance in force covering general liability and property damage, including products coverage, in an amount of not less than $_________, showing the Council on the Environment, Inc., Council on the Environment of NYC, and Greenmarket as added insured, and shall also maintain all other coverage required by law. IV.  Admission, Suspension and Termination: Admission to the Greenmarket program and specific market assignments are made at the discretion of management.  Admission to Greenmarket does not imply that every element of my application has been approved or accepted.  Unless otherwise specified in Greenmarket Regulations, any violations of this agreement may result in suspension or termination from Greenmarket at the discretion of management. V.  Conflict Resolution: I acknowledge that Greenmarket’s beneficial purpose to assist small regional farmers or food producers such as myself will be impossible to pursue if it is subjected to costly litigation.  Therefore, I hereby agree that as a condition of my Greenmarket participation, I will resort to litigation, or other legal action, against CE Inc./GM and the Council on the Environment of New York City, its officers, employees and affiliated entities, only after attempting in good faith to resolve the dispute through the administrative procedures described in Greenmarket Regulations.  I agree to limit any claim I may have as a result of my suspension or termination from Greenmarket to a return of market fees incurred during my absence from the market.  I further agree that in the event I am unsuccessful in my litigation, or other legal action, against CE Inc./GM and the Council on the Environment of New York City, I will pay all costs, expenses, fees and disbursements incurred by CE Inc./GM and the Council on the Environment of New York City in the course of its defense of said litigation, or other legal action, including attorneys’ fees. VI.  Indemnification The undersigned shall indemnify and agree to hold harmless against CE Inc./GM and the Council on the Environment of New York City from and against any and all liability, damage, expense, cause of actions, suits, claims, penalties, or judgments arising from injury to any person as a result of consuming food acquired from the undersigned, or as a result of any negligence on the part of the undersigned.  I shall, at my own cost and expense, defend any and all suits or actions which may be brought against CE Inc./GM and the Council on the Environment of New York City or in which CE Inc./GM and the Council on the Environment of New York City may be impleaded with others upon any such above – mentioned matters, and, in the event of my failure to do so, CE Inc./GM and the Council on the Environment of New York City may at my cost and expense, defend any and all such suits or actions and I shall satisfy, pay, and discharge any and all such judgments that may be recovered against CE Inc./GM and the Council on the Environment of New York City in any such suits or actions. VII.  Duration of the Agreement: This agreement applies to the _____ Greenmarket season and in no way implies acceptance to Greenmarket in the future.
